Mercer works in the areas of government affairs, research and analysis and strategic communication. With six sessions of General Assembly experience in the Commonwealth of Virginia, and working with local elected officials across Central Virginia, Mercer has a strong understanding of policy, process, and the people involved in high-level strategic decision-making in Virginia. Here at Capital Results, Mercer primarily works representing clients in the industries of healthcare, technology, local government, real estate, and energy.
Prior to joining Capital Results, Mercer worked in the offices of State Senators and Delegates, as well as with state agencies and institutions. These include the Attorney General’s Office, Virginia Commonwealth University, the Senate Majority Leader’s Office, and a large natural gas distribution company’s General Counsel Office. After attending law school at the University of Richmond, he represented developers and homebuilders in the Central Virginia region, working collaboratively with various stakeholders to find successful outcomes to highly technical and complex issues. He also worked with a large national law firm as a contract attorney. Mercer has represented clients in front of the Virginia General Assembly, local Boards and Councils, state commissions and agencies, and with various stakeholder groups. During this time, Mercer has developed specialties in government relations, navigating the regulatory system, mediation, research and analysis, communications, and advocacy.
